Stephen was a brilliant lawyer and writer, and a champion of the homeless, the fearful and the oppressed. We remember him particularly for the tireless work he did on behalf of the asylum seekers who were rendered destitute by `section 55' in 2004/05 and his intervention on our behalf in the case of Limbuela, in which the House of Lords held that the applicants' treatment breached their human rights. He was an inspiration and a friend to us all in the legal aid world. We will carry his memory with us. We send our deepest condolences to his family and Chambers colleagues. The Shelter legal team.
